He is an expert in local development, having completed engineering from Banaras University in India and later obtained a special diploma degree in management from Delft University in the Netherlands. He subsequently served as Secretary for the Ministry of Water and Power and the Ministry of Transport and Communications of the Government of Nepal. He also served as an Alternate Executive Director at the World Bank, Washington, for many years.
