Kesharaman, the son of Mr. Mohanman and Mrs. Devi Laxmi of Yengal, Kathmandu, was born in 1936. He completed his Master's in Forestry Science from the University of Michigan, USA, in 1962, and subsequently a Ph.D. from Cyrus University in 1974. An expert particularly in wildlife economics, he made extremely significant contributions to the fields of national forest policy, forest survey, and water resource management. He worked in government service for a long time.
